<p>&#8220;I&#8217;ve put off making records under my own name for a long time but these songs feel like they could only be presented under my name. These songs were written from scratch, had nothing to do with anyone or anything else but my own expression, my own colors on my own canvas,&#8221; White said in a statement on Monday.</p>
<p>Recorded in Nashville, Tennessee, &#8220;Blunderbuss&#8221; is the first solo album from White, 36, who gained fame as lead singer, guitarist and pianist in the Grammy-winning two-piece band The White Stripes with his ex-wife Meg on drums. The band officially split in February 2011, after 14 years together.</p>
<p>The &#8220;Seven Nation Army&#8221; singer is also a member of rock bands The Raconteurs and The Dead Weather.</p>
<p>Ahead of the release of &#8220;Blunderbuss&#8221; in April, fans can get a taste of the first single, &#8220;Love Interruption,&#8221; which will be available to listen to online and purchase from Monday.</p>

			<content:encoded><![CDATA[<p>(Reuters) &#8211; Pacific Investment Management Co is touting the March 1 rollout of its Total Return ETF as a cheaper, more transparent way for mainstream investors to access bond guru Bill Gross.</p>
<p>Since the ETF will be managed by Gross and has the same investment strategy as the $244 billion Total Return mutual fund Gross also manages, it might seem it should have the same returns.</p>
<p>But the ETF, which at 55 basis points will cost nearly half of what retail shares cost, may not track the performance of the Total Return Fund as closely as they expect.</p>
<p>The reason: the ETF cannot use derivatives, an instrument the mutual fund relies on to manage risk, gain exposure to positions quickly and efficiently and help bolster returns.</p>
<p>The Total Return Fund, a bond fund that invests mostly in intermediate-term securities, relies on derivatives, including futures, options and swap agreements &#8220;without limitation,&#8221; according to the fund&#8217;s prospectus.</p>
<p>The Pimco Total Return ETF is not allowed to use derivatives because the U.S. Securities and Exchange Commission has issued a temporary moratorium on approving any new ETF products that use derivatives, pending an SEC review of whether derivative use by ETFs is too risky.</p>
<p>&#8220;It takes away one tool out of their toolkit,&#8221; said Eric Jacobson, director of fixed income research at Morningstar.</p>
<p>The inability to use derivatives raises some questions about how closely the new ETF will be able to track the mutual fund&#8217;s performance. While investors pulled $5 billion from the fund last year due to poor performance related to Gross&#8217;s bet against U.S. Treasuries, it has outperformed its benchmark, the Barclays Capital U.S. Aggregate Bond Index, for 17 of the past 24 years.</p>
<p>&#8220;All eyes are on what Pimco does with the Total Return ETF,&#8221; said Tom Lydon, president of Global Trends Investments, a registered investment adviser. &#8220;There is a question about whether there is going to be a marked difference between the ETF and the fund,&#8221; Lydon said.</p>
<p>A Pimco spokesman declined to comment.</p>
<p>It is hard to determine how heavily the mutual fund relies on derivatives because each contract has a different notional value that is not explained in the fund&#8217;s holdings report, Jacobson said.</p>
<p>&#8220;For example, a Treasury bond future normally has a contract size of $100,000, and a euro dollar future may be a $1 million contract, but there are numerous other kinds of derivatives in the portfolio and you have to be familiar with each one in order to know how large each contract is,&#8221; he said. The mutual fund holds thousands of different positions at any given time.</p>
<p>Since the ETF won&#8217;t initially have billions of dollars to manage, it may not need to rely on derivatives as the bigger mutual fund does, experts said.</p>
<p>The sheer amount of money the Total Return Fund has to invest is one reason it uses derivatives instead of buying positions in some bonds. The fund often cannot buy the postions because its investment may exceed what is available to buy.</p>
<p>The smaller ETF will not have that problem initially, analysts said. But as the ETF adds assets, not being able to use derivatives could become a problem if the fund gets too big to buy individual bonds.</p>
<p>And that could happen quickly. Earlier this month, Gross, co-chief investment officer at Pimco and manager of the fund and the coming ETF, said he hopes that the ETF will ultimately be the biggest one available [ID:nN1E809078].</p>
<p>Currently, State Street Global Advisors&#8217; $101 billion SPDR S&amp;P 500 ETF is the largest ETF. A larger ETF might not be so good for investors, experts said.</p>
<p>&#8220;If the Total Return ETF gets to be the size of the Total Return Fund, that would be 25 percent of the entire ETF industry all on its own,&#8221; said Dave Nadig, director of research at ETF research firm Index Universe. &#8220;I am not sure the industry is ready for that.&#8221;</p>
<p>Even so, some investors may prefer the ETF over the fund, even if it doesn&#8217;t track the performance of the Total Return Fund simply because the ETF will not use derivatives, resulting in greater transparency.</p>
<p>Many investors were burned by derivatives like credit default swaps and mortgage-backed securities during the financial crisis, said Sam Campbell, director of research at mutual fund research and consulting shop Fuse Research Network.</p>
<p>Some fund management research teams &#8220;that use the Total Return Fund &#8230; (say) they have no idea what they are holding because of its use of derivatives,&#8221; said Sam Campbell, an analyst with FUSE Research Network.</p>

			<content:encoded><![CDATA[<p>(Reuters) &#8211; Libyan Prime Minister Abdurrahim al-Keib called on Sunday for a regional security conference to tackle a proliferation of weapons by exiled supporters of former leader Muammar Gaddafi.</p>
<p>The Libyan civil war may have given militant groups in Africa&#8217;s Sahel region like Boko Haram and al Qaeda access to large weapons caches, said a U.N. report released on Thursday.</p>
<p>&#8220;(There is) still a real threat from some of the armed remnants of the former regime who escaped outside the country and still roam freely. This is a threat for us, for neighboring countries and our shared relations,&#8221; Keib told African Union leaders in Addis Ababa.</p>
<p>&#8220;My country calls for a regional security conference in Libya of interior and defense ministers of neighboring countries,&#8221; he told the summit, the first since Gaddafi&#8217;s death last year.</p>
<p>A U.N. report said the Libyan civil war may have created a proliferation of small arms, giving militant groups like Boko Haram and al Qaeda access to large weapons caches in Africa&#8217;s Sahel region that straddle the Sahara, including Nigeria, Niger and Chad.</p>
<p>The report said some countries believe weapons have been smuggled into the Sahel by former fighters in Libya &#8211; Libyan army regulars and mercenaries who fought on behalf of Gaddafi, who was ousted and killed by rebels.</p>
<p>Links between al Qaeda and Boko Haram have become a growing source of concern for the countries of the region, the U.N. report said.</p>
<p>The Islamist sect Boko Haram has killed at least 935 people since it launched an uprising in Nigeria in 2009, including 250 in the first weeks of this year, Human Rights Watch said last week.</p>

			<content:encoded><![CDATA[<p>(Reuters) &#8211; Authorities have found blood at the Waterville, Maine, home where a missing 20-month-old girl vanished six weeks ago and have serious doubts she was abducted, police said on Saturday.</p>
<p>Toddler Ayla Reynolds of Waterville was last seen when her father, Justin DiPietro, put her to bed on December 16, according to police reports at the time.</p>
<p>DiPietro reported Ayla as missing from the house early the next morning, and hundreds of police officers and local residents searched the area for the girl.</p>
<p>But authorities have since said that they suspect foul play.</p>
<p>&#8220;We find it troubling,&#8221; Maine state police spokesman Stephen McCausland said of the blood, found in the basement of DiPietro&#8217;s home. &#8220;We have serious doubts that she was abducted.&#8221;</p>
<p>The blood is still being analyzed at the crime lab, McCausland said. He would not say how much blood was found or whose it might be.</p>
<p>The Waterville community held a memorial service on Saturday to mark the six week anniversary of her disappearance, McCausland said.</p>
<p>Authorities say they have interviewed numerous family members in Waterville and outside the area.</p>
<p>DiPietro said Ayla, who is 2 feet and 9 inches tall and weighs 30 pounds, was wearing polka-dot pajamas with the phrase &#8220;Daddy&#8217;s Princess&#8221; on them. She had a cast on her left arm, which was broken in a recent fall.</p>
<p>The toddler had been living with her father after her mother, Trista Reynolds, checked herself into a 10-day rehabilitation program, police said.</p>
<p>Following rehab, Reynolds, on the day before Ayla was last seen, had filed papers seeking sole custody of the girl.</p>

			<content:encoded><![CDATA[<p>(Reuters) &#8211; Civil rights activist the Rev. Jesse Jackson on Friday urged Grammy organizers to reinstate 31 ethnic and minority musical categories that have been cut from the music industry&#8217;s top awards.</p>
<p>In a letter to Recording Academy president Neil Portnow, sent three weeks before the February 12 Grammy Awards show, Jackson said the elimination of awards for Native American and Hawaiian musicians, and cuts in Latin Jazz, R&#038;B and other categories were ill-considered and unfair.</p>
<p>Jackson said some of the categories dropped by the Recording Academy in a major overhaul last year &#8220;constitute the very heart of the music that nourishes and inspires minority communities.&#8221;</p>
<p>Writing on behalf of the Rainbow Push Coalition of U.S. civil rights groups, Jackson called for an urgent meeting with Portnow to try and resolve the conflict that has spurred months of protests and a lawsuit by leading musicians.</p>
<p>Portnow said on Friday he was &#8220;receptive to meeting with the Rev. Jackson to explain how our nomination process works and to show the resulting diverse group of nominees it produced&#8221; for this year&#8217;s Grammy Awards.</p>
<p>Paul Simon, Carlos Santana, Bonnie Raitt and Bobby Sanabria are among dozens of musicians who have protested the decision, announced last April, to slash the number of Grammy categories to 78 from 109 for the 2012 Grammy Awards.</p>
<p>Some categories, such as Hawaiian and Native American albums were dropped completely, while others including Latin music and R&#038;B saw the number of award categories halved.</p>
<p>Portnow said at the time the changes were necessary to maintain &#8220;the prestige of the highest and only peer-recognized award in music.&#8221;</p>
<p>Sanabria and three other Latin Jazz musicians filed a lawsuit in New York in August saying the cuts would harm their careers financially. They have also called for a boycott of the CBS network, which broadcasts the annual Grammy Awards show in Los Angeles.</p>
<p>The 2012 Grammy Awards take place on February12. Rapper Kanye West leads the field of contenders with seven nominations followed by British singer Adele, Bruno Mars and alternative rock band Foo Fighters.</p>

<p>U.S. workers spend more than $1,000 a year on coffee and another $2,000 on lunch, with men and young workers more willing to indulge in a $5 coffee than women or older colleagues, according to a survey of Americans&#8217; workplace spending habits.</p>
<p>The survey, by Accounting Principals, a unit of staffing services company Adecco SA, found that U.S. workers, on average, spend $37 per week for lunch, but men spend more: $47 a week, versus $27 for women. Men also pay more for coffee &#8212; $26 a week is typical &#8212; and are more likely to complain about the selection of office vending machines.</p>
<p>One of the sharpest differences is between young workers and older ones. Professionals between 18 and 34 spend almost $25 a week on coffee, $11 more than co-workers over age 45, Accounting Principals said. Such free-spending ways may be changing. Nearly half of the young vow to save this year by bringing lunch to the office.</p>
<p>Americans&#8217; total annual bill for coffee and lunch is double the $1,500 a year spent on commuting to work, said the poll, which surveyed 1,000 currently employed Americans and was conducted last month.</p>
<p>Office workers are not clamoring for change, however. Asked whether their bosses should upgrade the lunch room or buy better coffee, workers said comfortable chairs and better computer equipment are bigger priorities.</p>

<p>Japan&#8217;s Rory Ishikawa held the previous mark, winning on the Japan Golf Tour when he was 15 years and eight months.</p>
<p>&#8220;It&#8217;s pretty amazing. I don&#8217;t really know what to say,&#8221; the bespectacled Ko, who turns 15 on April 24, told reporters.</p>
<p>&#8220;I&#8217;m really happy and to be part of history is like a miracle. It&#8217;s not something you can have by clicking your fingers.&#8221;</p>
<p>Ko signed off with a bogey-free three-under-par 69 to finish 14-under for the tournament at the Australian Ladies Professional Golf (ALPG) event.</p>
<p>Wales&#8217; Becky Morgan finished second with a sensational final round of six-under-par 66 at the Oatlands course in Sydney.</p>
<p>It was redemption for the world&#8217;s leading amateur Ko who narrowly missed the title last year when her three putts on the final green gave Caroline Hedwall a one-shot stroke victory.</p>
<p>&#8220;It was really nerve-wracking. I had a few deep breaths out there (on the 18th hole). I was nervous until the last second. (I was) thinking of last year and I looked back and there were so many people watching,&#8221; Ko said.</p>

			<content:encoded><![CDATA[<p>(Reuters) &#8211; The Arab League suspended its monitoring mission in Syria on Saturday due to deteriorating conditions in the country, as state security forces battled rebels holding three suburbs just outside the capital Damascus.</p>
<p>The decision comes days after the Arab League called for President Bashar al-Assad to step down, following 10 months of revolt against his rule. It will take an Arab peace plan to the U.N. Security Council next week.</p>
<p>&#8220;Given the critical deterioration of the situation in Syria and the continued use of violence &#8230; it has been decided to immediately stop the work of the Arab League&#8217;s mission to Syria pending presentation of the issue to the league&#8217;s council,&#8221; Secretary-General Nabil Elaraby said in a statement.</p>
<p>Arab League foreign ministers are expected to discuss early next month the possibility of withdrawing monitors completely, a League official said, but added that the secretary general could pull monitors out at any time if necessary.</p>
<p>A Syrian official said the government could not yet comment.</p>
<p>The Arab League&#8217;s job was to observe implementation of its peace plan. Though its mandate was extended for a second month, critics lambasted the mission for its failure to stem bloodshed. It was further undermined when Gulf states withdrew their monitors last week, saying the team could not stop the violence.</p>
<p>Diplomatic pressure, tempered by continued support from Russia and regional power Iran, has yet to halt Assad&#8217;s crackdown on unrest that it blames on foreign-backed militants.</p>
<p>FIGHTING, DEFECTIONS NEAR CAPITAL</p>
<p>Fighting raged outside three rebel-held suburbs of Damascus on Saturday, activists said. They said the army was trying to prevent insurgents from solidifying a stronghold just 15 minutes outside the capital.</p>
<p>But insurgents were emboldened by a string of reports of army desertions amid the fighting. Activists said a group of deserters brought with them the three tanks they operated.</p>
<p>A spokesman for the rebel forces, known as the Free Syrian Army (FSA), said he did not have a complete tally but estimated that over 100 soldiers deserted in the area.</p>
<p>Activists told Reuters by telephone that rebels who control the towns of Saqba, Kafr Batna and Jisreen were exchanging fire with soldiers. Military forces earlier fired from tanks and had used anti-aircraft guns and mortars, they said.</p>
<p>Six residents were killed and dozens wounded as fighting raged, the Syrian Observatory for Human Rights said.</p>
<p>A video uploaded by activists, purported to be from a rebel-held Damascus suburb, showed smoke rising from behind a mosque and heavy gunfire erupted in the background as residents screamed &#8220;Allahu Akbar (God is greatest).&#8221;</p>
<p>It was not possible to verify the video or many of the details from activists, as media access is restricted in Syria</p>
<p>The FSA agreed a truce last week for state forces to withdraw from rebel-held Zabadani, 30 minutes from Damascus. It says the number of desertions there had forced the army&#8217;s hand.</p>
<p>What began as peaceful protests against four decades of Assad family rule last March has grown more violent as rebels, including army defectors, began fighting back.</p>
<p>&#8220;I think they want to try to avoid another Zabadani situation here, so they hope to crush this. But there have been several army defections and we hope this will force them to negotiate,&#8221; Abu Ishaq said on Skype from the town of Saqba.</p>
<p>Fighting also flared in central Homs province, activists said, after an oil pipeline was blown up on Saturday morning.</p>
<p>The United Nations said in December that more than 5,000 people had been killed by Syrian forces. Syria says over 2,000 security forces have been killed by militants.</p>
<p>The state news agency SANA said &#8220;terrorist groups&#8221; killed seven soldiers, including an officer, in the Damascus suburbs on Saturday. SANA also reported the burial of 28 members of Syrian security forces killed in several revolt hotspots across the country, showing pictures of bloodied corpses and a funeral procession lead by soldiers carrying flower wreaths.</p>
<p>U.N. RESOLUTION TALKS</p>
<p>In the central city of Hama activists said they found the bodies of 17 men previously in security force custody, shot in the head. They said the killing took place during a military offensive on the town this week.</p>
<p>On Friday, the Security Council discussed a European-Arab draft U.N. Security Council resolution aimed at halting the bloodshed in Syria. Britain and France said they hoped to put the draft resolution to a vote next week.</p>
<p>The Arab League&#8217;s deputy secretary general said the group was also in talks with Russia ahead of its Security Council meeting this week.</p>
<p>There was no comment yet from Russian officials, but Moscow&#8217;s U.N. ambassador Vitaly Churkin previously said Russia found the plan unacceptable though he said Moscow was willing to &#8220;engage.&#8221;</p>
<p>Russia joined China in vetoing a previous Western draft resolution in October and which has since promoted its own draft. Churkin said Moscow wanted a Syrian-led political process, not &#8220;an Arab League-imposed outcome of a political process that has not yet taken place&#8221; or Libyan-style &#8220;regime change.</p>
<p>The prominent opposition Syrian National Council said it was joining the Arab League at its Security Council meeting to request &#8220;protection.&#8221; The SNC has previously called for international forces to implement a no-fly zone in Syria.</p>
<p>Turkish officials say the number of Syrians seeking sanctuary in Turkey has risen in the past six weeks, with 50 to 60 arriving daily, taking the total living in refugee camps to nearly 9,600.</p>
<p>More than 6,000 Syrian refugees have fled to Lebanon.</p>

			<content:encoded><![CDATA[<p>(Reuters) &#8211; The U.S. economy grew at its fastest pace in 1-1/2 years in the fourth quarter of 2011, but a strong rebuilding of stocks by businesses and a slower pace of business spending hinted at softer growth early this year.</p>
<p>U.S. gross domestic product expanded at a 2.8 percent annual rate, the Commerce Department said on Friday, a sharp acceleration from the 1.8 percent clip of the prior three months and the quickest pace since the second quarter of 2010.</p>
<p>It was, however, a touch below economists expectations in a Reuters poll for a 3 percent rate, and two-thirds of rise in output was due to the build-up in business inventories.</p>
<p>Soft underlying demand and a sharp slowing in core inflation supported the Federal Reserve&#8217;s decision to keep in place an ultra easy monetary policy to nurse the recovery.</p>
<p>&#8220;We do not expect growth to accelerate meaningfully from its current pace,&#8221; said Michelle Girard, a senior economist at RBS in Stamford, Connecticut. She said Fed officials would focused on slack in the economy.</p>
<p>Stocks on Wall Street opened lower as investors worried about the composition of growth, while Treasury debt prices were little changed. The dollar fell against a basket of currencies.</p>
<p>INVENTORIES REBOUND</p>
<p>The economy in the fourth quarter got a temporary boost from the rebuilding of business inventories, which logged the biggest increase since the third quarter of 2010. The buildup followed a third quarter decline that was the first since late 2009.</p>
<p>Excluding inventories, the economy grew at a tepid 0.8 percent rate, a sharp step-down from the prior period&#8217;s 3.2 percent pace and a sign of weak domestic demand.</p>
<p>The robust stock accumulation suggests the recovery will lose a step in early 2012 as businesses are unlikely to keep building inventories at the same rate.</p>
<p>Growth in business spending on capital goods was the slowest since 2009, a sign the debt crisis in Europe was starting to take its toll and another hint of weakness ahead.</p>
<p>The Fed on Wednesday said it expected to keep interest rates at rock bottom levels at least through late 2014, and Chairman Ben Bernanke said the central bank was mulling further asset purchases to speed the recovery.</p>
<p>The central bank warned the economy still faced big risks, a suggestion the euro zone debt crisis could still hit hard.</p>
<p>&#8220;We&#8217;re still repairing the damage done by the financial crisis. On top of that we face a more challenging world. We have a lot of challenges ahead in the United States,&#8221; U.S. Treasury Secretary Timothy Geithner said at the World Economic Forum in Davos.</p>
<p>Prospects of sluggish growth could hurt President Barack Obama&#8217;s chances of re-election in November.</p>
<p>The economy grew 1.7 percent in 2011 after expanding 3 percent the prior year, and the unemployment stood at a still-high 8.5 percent in December.</p>
<p>AUTOS PROP UP CONSUMER SPENDING</p>
<p>Consumer spending, which accounts for about 70 percent of U.S. economic activity, stepped up to a 2 percent rate from the third-quarter&#8217;s 1.7 percent pace &#8211; largely driven by pent-up demand for motor vehicles.</p>
<p>The Japanese earthquake and tsunami had disrupted supplies early last year, leaving showrooms bereft of popular models.</p>
<p>Consumers also benefited from a moderation in inflation.</p>
<p>A price index for personal spending rose at a 0.7 percent rate in the fourth-quarter, the slowest increase in 1-1/2 years, after rising at a 2.3 percent pace in the July-September period.</p>
<p>A core inflation measure, which strips out food and energy costs, increased at a 1.1 percent rate after rising 2.1 percent in the third quarter. The slowdown could concern the Fed, which wants the measure closer to their 2 percent inflation target.</p>
<p>&#8220;Clearly, much work remains to achieve the Fed&#8217;s dual mandate of maximum sustainable employment in the context of price stability,&#8221; New York Federal Reserve Bank President William Dudley told reporters.</p>
<p>SLUGGISH INCOME GROWTH</p>
<p>High unemployment has led to sluggish income growth, which in turn has prompted households to tap savings and credit cards to fund their purchases.</p>
<p>Still, spending is unlikely to be a drag on growth, given that consumer sentiment is on the mend, as indicated by another report on Friday.</p>
<p>&#8220;Though the unemployment rate has improved, the jobs market remains a major challenge. Part of the decline in the unemployment rate is due to the fact that &#8230; people have stopped looking for work,&#8221; said Adolfo Laurenti, deputy chief economist at Mesirow Financial in Chicago.</p>
<p>&#8220;The high level of people out of the workforce and underemployed people show there isn&#8217;t really much income generation to contribute to a better spending pattern.&#8221;</p>
<p>A sustained growth pace of at least 3 percent would likely be needed to make noticeable headway in absorbing the unemployed and those who have given up the search for work.</p>
<p>Business spending grew at a sluggish 1.7 percent rate in the fourth quarter, pulling back sharply from the third-quarter&#8217;s 15.7 percent pace.</p>
<p>Though exports held up, an increase in imports left a trade gap that chipped growth.</p>
<p>Unseasonably mild winter weather helped home construction post its fastest growth pace since the second quarter of 2010, with much of the increase going to meet rising demand for rental apartments.</p>
<p>Government spending shrank for a fifth consecutive quarter, reflecting a large decline in defense and still weak state and local government outlays. A bounceback could support growth at the start of the year.</p>
